Headwaters District – Boys Scouts of America Scout Expo BSA Headwaters District conducts its annual Scout Exposition in the Jackson Town Square during Elkfest. Be sure to visit the Expo and see local scouts demonstrate scoutcraft, games, and outdoor skills on Saturday, May 20.
